I don't really understand what you're saying but there are only 3 explanations if there are users on your server which have U.S.G.N. IDs which do not exist at all:

• You simply remembered the wrong IDs and the actual IDs were different.

• Networking problems and damaged packages. This is very unlikely especially in this case because the IDs you mentioned are in a realistic range.

• Attempt to fake IDs. This is possible but the U.S.G.N. should detect and report this in the console in case the proper (default) settings are enabled. Like cs2d cmd sv_checkusgnlogin
