This is not an "issue" you can easily fix without rooting the phone, removing bloatware or installing a different OS. Buy a new phone if it's too slow.

800mb RAM is plenty for Android, don't worry. @ rokeliuxas: already mentioned it: when Android needs more RAM, it will clear cache and maybe kill unnecessary background apps. Also, as far as I know some memory is always reserved for the GPU.
If you're going to buy a SDCard, go for at least 32GB so you can use your phone as a USB stick to transfer files

if you see a lot of unneeded apps that you're not using and you can't uninstall them then go for it

Say you open the camera app and then stop using it. Even though you cleared it from the recent app panel, there's some remains of the app that will stay in the memory (so that when you launch it again, it loads faster).
You should also consider that Huawei's android OS modification is quite heavy and bundles tons of effects, custom resources and huawei apps. While rooting may make you able to reduce this bloatware, it won't make your system near as clean as stock android, for example. Your best choice would be to install a custom ROM focused on performance but, being a recent huawei chip, you're very unlikely to find any good, or noticeably better custom ROMs out there.
