You should be able to find the submit button, and, browsing through the downloads, I see that they have already accepted several files with english descriptions.
A German site surely is not the first choice for the anglophone mappers, but for those who want to present their stuff everywhere, it's appropriate here.

I also am making a mod, a Madness Interactive mod. Anyone know if one has already been made, I wouldn't want to repeat. Also, have any of you heard of Madness Interactive? Do you thin a mod is a good idea?
